Over the Shoulder Camera : IV

Hello!

Sorry if this has already been asked.

I've been looking through some videos for morrowind and Fallout 3, and found out that they both have functional over the shoulder camera. Fallout 3 has http://www.youtube.com/watch?v=xUbkBZJv4iE fully customizable camera and in morrowind you can enable one through the Morrowind Code Patch.
Oblivion on the other hand only has OTC that messes with first person view. So is it possible to make something similar like in the both other games or not?

^ Yes, but this one and another one called Ultimate OTS Camera(or something) both mess with the first person view and leave the vanilla 3rd person alone.
