Overhaul alternatives

So with the current issues with FNV I decided to go back to Oblivion for awhile. Thing is I've played all the major overhauls (even FCOM) and now I want to get back to the basics. All I want is a simple static leveling mod. Something that caps creature and npc levels. I don't need unleveled or max leveled items (Quest reward leveler works fine for me). Also SI static levels would be a major plus. I've plowed through nexus and planet elder scrolls but I haven't found anything thats up to date.

I remember CUO but the site has taken it down, looked good though.

So I download TIE, went over the readme, and it looks good. A couple questions though. I've got Armament complete, artifacts, Oblivion XP (updated), cats and rats, hear no evil, and supreme magicka updated. From what I read it should have no issues with any of the aforementioned mods, would that be a correct assumption (well maybe hear no evil)?

Also, you have any suggestions on house mods that work well with UL?

Armament weapons and armor would not be balanced for TIE stats, and IIRC there's a TIE version for Cats & Rats, but otherwise they're completely compatible.

The problem with CUO is that since it uses what are known as diverted leveled lists - depending on load order it will either almost completely block other LL or be blocked by them. Wrye bash will not resolve this issue. The only way is to roll up your sleeves and re-position each entry in those leveled lists into the non-diverted variants.

I've know of it being done by adding them to custom patches or to TIE.

I currently use TIE+WAC but keep in mind the WAC plugins require some editing (not a lot and described on that forum) and there is a few funky things I've found with WAC and Wrye Bash - but those are being investigated by Pacific Morrowind.

I like this combination and yes probably I'm not seeing 100% from each - but I'm fine with 80% from each. TIE handles the humans and some animals and WAC adds as much as MMM does with monsters and crazy animals. http://waalx.com/RealSwordsForum/viewforum.php?f=13

There is also the TIE+Frans combination - patch available on the TIE nexus page.

Oh and yes I use these with John's Leveled List overhaul, Armamentarium, the Arsenal and now the new weapons from BFG99.

Going through the TIE readme about weapon and armor values, I'm assuming Armament items would be to weak compared to TIEs or overpowered?

You can add MOBS variants of Arma to compensate.

But really the issue with weapon damage, I think, is often misunderstood and overly emphasized. In real life some weapons are better than others. With Oblivion weapon stats matter more when your character is low level and much less when your character is higher level. Because other stats go into the damage formula.

Or use a mod like Phitts Phighting Phixes or Kuertee Attribute and skills damage mod to give more presence - but again this work globally so yes this is an issue if you are a 'stat watcher.'

I believe that a sword regardless of the skill of the person who welds it, is still deadly. That why I've been a huge fan of Oblivion XP + Eyls uncapper. 200 Blade skill basically negates most vanilla combat issues, kind of cheap in some respects, but has helped with balancing issues in the past.

So I'm assuming Arma items are useless with TIE? From what I was reading, the stats were adjusted to fit OOO standards, which would make them slightly overpowered in vanilla. Which isn't an issue seeing how TIE (from what I've read) increases the effectiveness of armor.

Stats aren't a big issue, I just don't want to be using an Artifact weapon against a mere bandit and doing zero damage.

What this mod changes
===============
- Creature scaling removed
- Generic leveled list revamped, npc/creatures modified, static level guards
- All monsters spawn regardless of player's level
- Monsters spawn based on rarity, weaker monsters have a higher possibility to spawn and vice versa.
- Weaker monsters have a possiblity to spawn in group
- More realistic wilderness, no more imps, safer road, more peaceful wildlifes in wilderness


I also used to install http://tesnexus.com/downloads/file.php?id=4905, for reason unknown to me this mod crash Oblivion at one point (although this could be to my already bloating save game),
What this mod does

* Provides static levels for unique NPCs (NPC's that have specific names, such as Thoronir) who populate the towns and outposts in the game.
* Provides level caps for generic NPCs (NPC's with no specific name, such as "Bandit") and Monsters (Goblins, Ogres etc) at appropriate levels (Bandits, for example stop scaling at around level 18). This is to provide with a longer more satisfing gaming experience where things don't get too easy to fast, and yet still give you eventual satisfaction with your characters development, without feeling like the world is becoming a god along with you.

I've seen the Static Level mod before, wasn't sure if it worked with SI though. Figure I'll give TIE a shot. Small file, so if it isn't what I'm looking it not a big issue. Thanks for the replies guys.

TIE, FTW!!!
It's, hands down, the best overhaul mod out there. Weapons and armor from other mods would probably be weak compared to TIE weapons. TIE does modify several spells so I'm not sure how it would work with supreme magicka. TIE already has rats and cats - no need for that one. I'm not sure how TIE would work with Oblivion XP.

To quote Danny Ocean, that is "a problem, but not the problem," as CUO simply has too many problems to single out only one. Long story short, don't use CUO.
