What is the biggest overhaul mod for Morrowind? The equivalent of OOO for oblivion if there is one?

There's the Morrowind Overhaul: Game Experience pack in the works too, but it won't be out for a while.

There aren't really any overhauls for Morrowind that are considered as popular or essential as OOO (No disrespect intended, trancemaster

)., since the major issue OOO adresses (level scaling) is not really an issue in Morrowind.
