is this supposed to happen? im thinking no since the majority respawned on my other playthroughs. this is really bothersome since ther are no more cazadores, preventing me from getting the big mt perk. ive been back to and all over the wasteland, then back to big mt, not a hostile in sight! is this working as intended or not???

I think it is a bit different for everyone, but as far as I can tell the only things that respawn are creatures that are indoors and roboscropions outside.

ive been inside everywhere and outside, no hostiles.
