Just get a friend from the US to gift it to you and pay him back on paypal or whatever. That's what I did.

Not really. Certification is independent to the service providers which is why these finished DLCs haven't shown up to download a few days earlier. Though the overall delay for this DLC was due to the Patch.

No, I don't think Bethesda told Valve to do anything. OWB is not actually supposed to be out yet because the Steam Achievements haven't been updated yet. It's likely that there's some mistake at the moment is which why it's available in the US if you use the direct link, but it's not available to anyone else and it's not listed on the news update on their site or anything. It should be sorted out in a few hours.

They did release it to the distributors at the same time, it isn't their fault that the distributors don't understand your expectations.

The best part is if it's available on steam for the US why are some regions blocked? Is there a region code or something? WTF man. What is the internet even for?

So far I give this DLC a 9.5/10 for improved graphics, over the top black humor, crazy scientists, bickering scientists, a 30 minute dialogue exchange, and for its futuristic look

My expectations? My expectations are the same as always, when the developer claims it will be a simultaneous launch on all platforms all around the planet my only expectation is that the dumbasses do just that but that's too hard for Steam I guess ...

How long is the DLC? Is there any point in bringing the junk? Do you get to respec?

So thats a no for Singpore/Australia (which presumably means no one in asia can get it) and a no to the Netherlands (that presumably means no one in Europe can get it)

I wonder if the Canadians can get it......

Simultaneous as in on the same day? Yes, it's launching for everyone on the 19/20th which is today. Not the same second or hour.

I'm not sure distributers or developers are looking with a shining eye towards this fanbase that would wait to fairly late or early hours just for a piece of paid entertainment.

Also clearly this is a Steam/XBL/PSN wait. Distributer wait.

Too bad Steam hasn't released where you are yet but it's not really grounds for a complaint. If so I'd take J.E. Sawyers words and take a step back into reality from your virtual entertainment sources. It's not ment to be so much that it angers you.

I had just hoped to play it before I left for work today, hopefully Steam will be a little faster this time and release it today atleast. Seen too many games and DLCs get delayed in my region from them.

Anyway, I'm still downloading it, but the .esm file is downloaded for me. And looking at the stuff in it so far makes me happy
