Why do Actors following XMarkers do so at their slowest speed?

It looks like they are ignoring the preferred speed (e.g. Jog) of the Ai Package.

But as soon as I change their AI Package target from an XMarker to an Actor, they use the "Perfer Speed" option.

follow packages change speed with the target actor's speed.

since an x-marker never moves, they'll always assume there's no hurry.

(also, movement speed can't just be set on the package in total, but for single procedures too, they might have settings that differ from the package's)

for the same reason, there's not much point in a follow pack to an xmarker anyway, rather use travel.
