Paper, Ink, and Quills?

Something that has been brought to my attention recently by someone watching me play the game is that there is no use whatsoever for paper, ink, and quills. Considering how often they are found it seems to scream that perhaps in a future DLC we will actually be able to create spell scrolls. Currently there are no ways of making any of them and are these rolls of paper, ink, and quills simply remnants of a forgotten or thrown out idea or could they perhaps have a use in one of the future DLCs?

Dragonborn for example seems like it would be the perfect DLC to teach the PC how to create scrolls...we know that there is at least one telvanni tower and a bunch of people think Fyr is back from the trailer. Perhaps one of the things the PC will learn how to do in the course of the DLC is to create spell scrolls. Just a thought I'm still quite curious if there will ever be a use for these items and I think learning from a master wizard would be a great way to have the character learn a proper use for them.

would be a neat add-on/patch idea. Perhaps would have some new alchemy ingredients/attachments to make 'special' types of ink for such scrolls.

I think paper gets used once to copy the Ancient Falmer language off dwemer tablet for one quest but besides that nope.

Creating spell scrolls would be pretty cool.
