Parent/child worldspace question

I'm trying to create a city, and I'd like it to be in it's own worldspace like a vanilla city. I create a new worldspace, and I set Tamriel as the parent. Everything seems to work, and coordinate 0,0 is the same as tamriels, with the same heightmap/terrain/etc.
by moving in the render screen, I can create new cells, which is fine, but I need to get very far away from 0,0 and I don't want to create a bunch of cells in my child worldspace. When I look at worldspaces like anvil and bravil, they are exactly where they need to be, without any new cells added. How can I get to the cell I need to be in?

Sorry if that's confusing, I can elaborate if need be.

I guess what I mean is how did Bethesda get the Anvil worldspace to be exactly on the spot where anvil is located in the tamriel worldspace?
When I link my new worldspace to tamriel, it ends up in the imperial city.
