It would be a mistake to look at it that way. The system of beta testing patches on PC is not done out of favouritism, but out of practicality. It would be impossible to beta test patches on any current gen console, as none of them allow the practice. They don't even have a system set up for it.
That means PC is the only option for beta testing. Naturally, that speeds up the process by which a patch can be made available on the PC platform, but it also indirectly helps the patches for other platforms, as well. There will always be a delay of a week or more to release patches for console, because once the patch is out of beta, there is an additional approval and certification process that must be completed, with Microsoft being the ones principally responsible. XBL's approval process is the longest, and generally Sony clients are the ones who end up waiting longer than they have to, as most companies would never release their patches for Playstation before Xbox.
The too long/didn't read of it is that practical limitations combined with the regulations and hoops that must be jumped through for console are what causes the patches to be released a week or two later on those platforms.
