Further Addendum Concerning DLC's and Knights of the NineDownloaded Content Installations can be problematical for some folks. Here are some tips
Background apps, can interfere with installations. CTFMon.exe is one of the better known ones for causing problems. As always, it is best to install under a Clean Boot, http://support.microsoft.com/kb/331796. Even so, you may still have to kill CTFMon.exe in the Task Manager after a clean boot. CTFMon is a program for alternative input, like Speech Recognition, This process is safe to shut down if it is running. A reboot will bring it back, even if you don't want it to.
Worse, case, Safe Mode with Networking Support (F8 at Boot) works for some. However, your PC is naked to the Internet. Most things that will attack your system will not have a way in if you do not open a web browser, but you are still not protected unless you are behind a hardware firewall. Even then, only be online long enough to validate.
If that still does not work, then there is the Telephone Method which you can choose during the install process.
However, for some, the DLCs will just not activate. There is no known reason why some can not get them to work. And, Vista and 64 Bit versions of any MS OS are not compatible with the DLC Installation. You can get a refund if you can not install or use them and you recently purchased the contect. Then, get the Direct2Drive download or the Retail CD version. Both will install on 32 bit or 64 bit Windows XP/Vista (Windows 2000 also) and either will work with the game no matter how you originally purchased it.
The Direct2Drive and the Retail CD version uses a different installer and licensing mechanism so it is successful alternative for folks who have issues with the DLC's. That may be the best solution in the long run.
Direct2Drive has a version without all the official Plug Ins included, and one with all of them.

4. Do I have to have an Xbox Live Gold account to buy DLCs or download patches?No, you can do both using a free (Silver) account.
5. Where can Playstation 3 users get DLCs? The article added that "it's because the designers haven't actually tested the PlayStation Network Store and the mechanisms for delivering content".

"Shack: So there will be no downloadable PS3 content at launch?
Pete Hines: I don't think so, no. Any one of those we could probably release [for PS3] and be okay, but we have to make sure everything's going to work together with memory requirements and other factors and so forth. It's just going to take us a little while to figure out." Whatever the reason (or reasons) the PS3 has yet to receive the remaining DLCs: Horse Armor Pack, The Orrery, Wizard's Tower, The Thieves Den, Mehrune's Razor, The Vile Lair, Spell Tomes and The Fighter's Stronghold.
Hopefully these will be added in the future.
6. I recently bought the Game of the Year Edition, but some of the DLCs seem to be missing.The Game of the Year edition includes the core game, Knights of the Nine and Shivering Isles.
It does not include any other DLCs, it was the the retail Knights of the Nine
Downloadable Content Collection for the PC that included all of the other DLCs up to the time it was released.
