Like a few other people here, I've been having problems simply getting the game to launch following the 1.3 official patch release update. That was, up until a few minutes ago, when very suddenly, the game started loading, and running again. I am in game right now as I type this. I haven't thus far, been able to isolate exactly which step or the exact combination of steps I took that made the game run again, but in hopes this'll help someone else out, here's the list of steps I took, in the order I took them.
1. Verified the integrity of the game cache files. This alone did not seem to fix the issue.
2. Removed all data from mygames//fallout 4 except save files. Game did not run.
3. Attempted to run the game once, let it refresh the files. Game still didn't launch, but I heard music at that point before the crash.
4. Opened up the launcher. Let the game launcher detect and set default settings. The game defaulted to a resolution not supported by my videocard or monitor. Game still didn't run, but could hear music briefly, suggesting at least an attempt to run was made before crashing.
5. Updated my drivers for my videocard after I noticed one of those tries claimed my videocard couldn't be detected. Game still couldn't run.
6. Manually adjusted all settings in the launcher to the lowest possible. Game did not even attempt running, until I tried switching on windowed mode, with borderless.
7. At that point the game would run as far as the title screen and menu. Clicking any option in it still resulted in a game crash.
8. Adjusted my resolution to my native panel resolution (1920x1080) and disabled windowed and borderless mode. Game ran, and actually is running quite well.
9. Adjusted pretty much every graphics setting possible except resolution in the launcher. The game is still running, and relatively smoothly regardless of what variables I change in the launcher.
Also, dunno if it makes a difference or not, but I'm yet to install a single mod for the game. Apparently there's some people who believe that could be causing the issue for people, too.
Anyways, hopefully this list of steps taken will help some of you folks be able to run the game again, or at least figure out why it isn't.
