Can you pay off your bounty for less gold through the thieves' guild

I've completed the entire guild quest line and was never caught in that time, but i got caught later and i had an option to say "I'm with the guild" And the penalty was like 38 septims or so.. I honestly don't know, but i don't think it works like Oblivions system.
