So let's speculate with enthusiasm.
Do you think we'll encounter the following?
Dragon questgivers? But what kind of quest do dragons provide? I don't know, maybe their eggs have been stolen by smugglers and they want to recover it... Well, I see well one of them landing on the main place of a city, burning a tree for the example, and saying that if he doesn't recover them within 3 days, he, his wife and their brethren would share their despair and grief with humans... Well, this could well create a poisonous sphere, since some people would be eager to denounce their neighbours. Or perhaps they simply wait in a cave and want you to find some rare artifact, which is a much more common way to give quest.
Hostile dragons with whom the combat may be avoided through negociation?
Dragons who want to get involved in Skyrim's politics? Or perhaps who want you to get involved in their clanic or religious wars?
Dragons offering services? For example, crafting things, or enchanitng weapons, or teaching spells and shouts? But what kind of money would be recognized by them?
Dragons who inform you about their mores, culture, history, religion, language and so on.
Apostate dragons who want to help you defeating Alduin?
