Takes the Guard Tower in the middle of Pelagiad, and turns it into a fairly nice player home.

Typical house stuff: Alchemy Sorter, teleport home amulet, lots of storage, a display nook, a desk to practice your lockpicking, and so on.

There's a couple other things, but those are the main bits.
