Anyone know any of the lore to these guys?

So far I know that they were formed after the Oblivion Crisis, and after the disillusion of the Blades, possibly to serve Titus Mede?

But does anyone know when they were formed?

Need this for RP purposes.

They were formed when Titus Mede I became emperor early in the 4th era. They serve has his eyes and ears, for the Blades only follow the dragonborn and blood. Since Titus Mede was neither, he doesn't receive their protection. In essence, they're the CIA of the empire.

Thanks for that, trying to tie my Champion of Cyrodiil in with these guys somehow.
