Will I be able to increase my perception every time I level up? And how? Right now I am @ 2 points for perception Thanks.

you get a point every time you level. just put it into perception. this isn't 3 or NV, you can raise your special every time you level. you don't have to buy a perk

You get one perk point per level, and you can use that to buy a point of an attribute. Unlike FO3 or New Vegas, there is no limit to how many attribute points you can buy, beyond not being able to buy points once the desired attribute reaches 10. The option to buy an attribute is at the very top of the Perks map.
