OK, when I start up the game the first time after restarting my system it works well, smooth as anything. If I quit and then start the game again the performance tanks until I restart the entire system.

Bizarre I know, but checked it running zero mods and it works the same. System specs are fine, 270x/8gb of ram/x4 3.4ghz.
