Finding a substantial fps loss when traveling to new location in exteriors. I'm dropping to 35-45 fps from 55+. If I quit the game and then reload my fps is fine in the same location.

290x i7. Onboard audio.

Also using an ENB + SSME.

Anyone found a solution to this issue? I've checked and my GPU isn't throttling.
