Performance problem after update

Hi,

I′m experiencing an annoying problem in New Vegas and Fallout3 too, even sometimes in Oblivion.

I can't figure where the problem is, the sympthoms are:

The sound is "clacky", i don't now well how explain it, it's like how you hear somebody talking to you on a windy day by phone, i mean somebody calling you, on the street, windy day, you lying on the couch :P, and the game becomes sooooo slow, not stuttering or sound lagging. The problem is more serious on certain places on the map, like Golf Camp.
The most annoying part is that, if i "look at te sky", the "windy" noise dissapears and the game runs fast as expected, if i look fordward, then noise & performance loss again.

I've updated all drivers on computer, checked cache integrity, a few times, and the problem persists.

I dediced to ask here before doing the "standard procedure" (format and reinsatall w$7)

My computer is:

Gigabyte GA-X48-DQ6
Intel C2Q Q9650
4x2Gb Mushkin Extreme PC 8500
Leadtek GTX 260 (216SP)
Creative Audigy 2 ZS
4x ST Barracuda ES.2 250Gb SATAII in raid0

O.S. Windows 7 x64 SP1
Game platform is Steam
No DLC purchased (yet)
