I′m experiencing an annoying problem in New Vegas and Fallout3 too, even sometimes in Oblivion.
I can't figure where the problem is, the sympthoms are:
The sound is "clacky", i don't now well how explain it, it's like how you hear somebody talking to you on a windy day by phone, i mean somebody calling you, on the street, windy day, you lying on the couch

The most annoying part is that, if i "look at te sky", the "windy" noise dissapears and the game runs fast as expected, if i look fordward, then noise & performance loss again.
I've updated all drivers on computer, checked cache integrity, a few times, and the problem persists.
I dediced to ask here before doing the "standard procedure" (format and reinsatall w$7)
