Periodic FPS spikes

I've searched the forums but couldn't find the solution to my problem. Some people had similar problems but their solutions didn't work for me.

So here is my problem: as soon as load into the game my FPS is really low. After about 1 or 2 minutes it gets to 100-120 fps. And the game is running really smoothly but only inside 100 meters radius from where I am standing (I can run inside this territory, turn around and the game just keeps 100-120 fps on ultra settings). As soon as run out from this spot about 100 meters the FPS drop again to single digits. But after 1 or 2 minutes the game loads this area and the FPS gets back to 100-120. It's obvious that the game gets really slow while loading the new surroundings but I suppose it should not be noticeable.

It's really destroying my gameplay. All these spikes from 100 FPS to 8-10 FPS just make the game unplayable for me.

Here are my specs: Windows Vista 64 bit, icore 7 @3.33 GHz, 6 GiG DDR RAM, 2xGTX295 connected in SLi... so the game should run smoothly on ultra settings with my rigs.

To sort things out:

1. It's not the temperature issue

2. I play games like Skyrim, Witcher 2, Battlfield 3, Deus Ex: HR on High/Ultra settings @ 100 -120 fps (it's amazing high flawlessly Skyrim is running on my system while this game on the same engine just wouldn't work normally)

3. All video card drivers are up to date...

4. I have Steam version obviously update by the Steam to the latest version... but not sure (I couldn't find where you check the version)

5. No mods or any DLCs installed. Just a clean copy of the game

6. I tried adding the d3d9.dll file... It didn't change anything

7. I lowered the graphics to absolute minimum (turned off everything, everything set to zero), lowered screen resolution... The issue is still there... Even on the lowest of the lowest graphics settings the game still slows down

8. I tried turning off SLi and running the game on one video card, Running the ame as Administrator... didn't help either

So I don't know what I can do else. I really would like to play this game but if it runs smoothly. I don't want to break my eyes. Was thinking of playing it on XBOX 360 but can't stand the lame bloomy graphics there compared to Ultra PC settings....

Possible some memory issues. Any ideas how to fix them?

Well, for non-3rd party options, you don't have many choices. In the game configuration file (Fallout_default.ini in your New Vegas folder, basically) you can set
[BackgroundLoad]bUseBackgroundFileLoader=1

which should split file loading off to another thread which ''could'' help keep file i/o from affecting your framerate as much.

Aside from that, the http://www.newvegasnexus.com/downloads/file.php?id=34832, which is a plugin for the http://nvse.silverlock.org/, is your best bet.
