let's say I have 8 points assigned to a SPECIAL attribute straight from the beginning. Can my first perk be a one that is only available at i.e. level 6 of this SPECIAL or do I have to assign the perks from 1-5 before?

Pretty sure you'd have to have the previous five levels of the perk first. In fact, I would imagine that each perk like that only has the next available level selectable.
ie: You haven't taken the perk yet. Only level one of it is available. You take level one, next time around, only level two is available. and so on.
Otherwise, what's the point of even having multi-level perks if you could just skip the per-requisities.

No, you don't need the previous perks, you can go straight for the level 6 perk.
You can pick whichever perk you have SPECIAL points for.
So if you have 8 Intelligence, then you can pick the level 6 perk 'Science!' first.
You don't need to get the perks 1-5 (VANS > Scrapper) first.
However, you have to choose the ranks of each perk in order, so
'Science!' rank 1, then 'Science!' rank 2 etc
And some higher perk ranks will also have level restrictions.
Yep.. If you start with a perception of 8 you can take the Sniper perk right out of the gate at level 1.
Some perks have levels as well that are level locked. So the sniper perk has three levels. If you want the second level of the sniper perk you'll have to wait until character level 13.

correct layer9 the first rank of anything you can choose also don't forget magazines have perks that arn't found on the perk chart.
