Lets try and make interesting perk ideas. The format, would be, list the vanilla perk, and then list the perk idea you want to replace(or alter) it with.
Like :
Intimidation
Replace with Recruitment. You can now craft an explosive collar (only one at a time). Now when you intimidate a foe, you can send him/her to your settlement, and not raise its population cap! (After slapping a collar on him or her)
Rifleman
Alter - Instead of player damage bonus, gain a wider range of modifications to your rifled weapons. Think of changing any rifle to any caliber you want. Keep armor penetration bonuses per perk tier. Balance wise, it'd likely be a nerf, 200% damage, vs changing round size.
