Anyway here goes. (Typos and grammatical errors may exist, since i'm Swedish)
Perk suggestions:
Oh, Come on! (Let's you re-roll any failed speech attempt once, with a counter point to the fail) Pre requirement: Intelligence X, Speech XX , Level X.
Situation example: (foul language ahoy btw! ;P )
NPC: I'm gonna burn this fu**ing house to the ground, with my cheating f**k of a wife and my lying a**hole b**tard brother sleeping inside!
PC: [Speech 60%] What would you gain from that? Would killing them really satisfy you? Just walk away, man!
NPC [Failed!] DAMN STRAIGHT IT WOULD! JUSTICE NEEDS TO BE SERVED! I NEVER WANT TO SEE THEIR LYING F**KING FACES EVER AGAIN!!
PC [Re-roll 50%] Oh come on! Blood is thicker than water! You don't choose who you fall in love with. When the going gets rough i'm sure a brother alive could come in more handy than a brother dead!
As far as your wife is concerned. She doesn't deserve you! New Vegas is full of women! See yourself as a handsome guy back in the game!
NPC: [Success!] *bursts out crying/sobbing* What am i thinking?! I'm not a murderer. It's just… I really loved her. And she betrayed me…. With my own brother! I need to get out of New Vegas. *sob sob*
PC (insert comforting quote here)
Luck of the Irish: (name and description up for debate and change ofcourse)
"There's a pinch of Irish in your bloodline. Granting you that little extra luck in survivability!" Pre requirement: Level XX, Endurance X, Luck X (5 or 6 maybe?)
With this perk and XX% (80-90%) of your HP intact, when ever you were to be instantly killed (one shotted) by a trap/grenade/missile, or other sudden impact (not unreasonably high falls) you will always be left with a small ammount of HP. If you are able to get out of harm's way; go med up and live to fight another day! (ammount of HP left could be based on the luck stat from S.P.E.C.I.A.L)
Track star: You were always the fastest kid on the block (in the vault). (Could be made a temporary speed boost, but then it needs to be activated some way i guess)
With the Track star perk active, your movement speed increase (more than normal) when no weapon is equipped, but as a draw back you dehydrate faster from the inevitable exhaustion after running.
(eventual disadvantage when not playing hardcoe mode open for debate.)
Transporter. Pre requirements: Level X (S.P.E.C.I.A.L requirement - None since this is to be concidered a complement to the strong back perk which can only be chosen with STR pre requirement, and aid for those who want to spend S.P.E.C.I.A.L points on other stats than STR. Also... For the hardcoe playthrough... this could be the only option available for extra luggage. ;D )
Your life as a courrier has thaught you perfect weight distribution when packing stuff. Optimizing mobility even with a few pounds extra. With the Transporter perk, you may carry up to XX (20-30?) pounds overweight for up to XX (24?) hours without suffering over weight penalties. (Note also that this perk would not replace pack rat, should it be implemented again. I mean... we all know that no matter how much we can carry... there'll always be over weight. This is for those times when you got some sweet loot, and badly need to return "home" to re-pack.) ;P
