That perk is called Jury Rigging and it's in Fallout NV, not 3.

This is part of Fallout Wanderers Edition, Repair Overhaul.

  • Many weapons and armor are now cross-repairable with logical counterparts.
  • Schematic-built weapons repairable with original parts
  • Clothing and leather armor repairable with fabric items and wonderglue
  • Weapons and metal armors repairable with scrap metal
  • Wooden stuff repairable with wooden stuff

I believe there are some other mods that open up different repairing options. But for the most part Vanilla Fallout 3 does not really need it.

1. there are not that many different types of armor/weapons in the Vanilla game so it is either easy to loot of dead corpses or buying the armor type at a vendor and then repair it yourself.

2. Vendors can do a relative good job at repairing the less common weapons and armor. It might cost a bit caps but for the most part after character level 10 you should be swimming in caps.
