Very roughly, with estimates and complete guesses. There are 18 skills, let's say very roughly you start with an average of 10 in each skill. That's 90 still left. 18 x 10 is 1620 available skill increases. They said the cap is 70 odd, let's guess again, about 75. That's on average 21.8 increases per level, call it 22. Even if you max out all the warrior and mage skills, that's 12 x 90 / 22 = 49, takes you to level 50, which is obvious, 2/3 of the skills, but more importantly, every skill you never use drops your maximum level by just over 4. If there are say just 4 skills you never use, max level drops to 59, and that's pretty much JOAT territory anyway.
Stick to say 10 skills, a much more reasonable defined character, max level is just 41. So you have to be power gaming, maxing everything out, to get more than 50 perks anyway. If you want your character defined by skill use, sticking to a broad 'class', the extra perk amount won't affect you.
