Perks are NOT a replacement for skills

I dont really agree, I dont feel any need to get damage increasing perks, properly modded guns with drugs we have access to without needing to get any perks turn any fight into joke, including boss battles, When you have properly modded weapons, drugs arent even needed most of time. Hell the minuteman encounter with 'queen' ended very quickly only by using gear I found early in game(fat man and missile launchers, we have MUCH to early access to those weapons) and time slowing drugs, it literally ended in few seconds

It seems to me that you first need the awareness -- being able to hear the tumblers at Per 3 -- but thereafter you need the experience to understand what it is that you are hearing. More complex locks have different internal mechanisms in play, and the lockpicker needs to know that "On this model, you need to twist counter-clockwise rather than clockwise at this precise point. Absent the knowledge that comes with experience -- the Level requirement -- the lockpicker is hearing noise but doesn't understand what needs to be done. (And keep in mind that though Bethesda understandably went with just ONE set of lock graphics, locks come in all sizes and shapes: http://www.canstockphoto.com/images-photos/door-lock.html )

I like this explaination, I just dislike the fact that it's a global experience instead of a lock pick focused experience necessary to advance your skill.

ohhh yeah bc the old Skill system make something different, what the hell u think u did every time u put skill point on guns????

Plus u should realize Bethesda Game designs are one of the few out there that is actually decent.

Skills were supposed to represent how experianced we are at doing something while perks were supposed to add uniqueness that couldnt be part of normal skill progression.
