ok, say you have a gun or clothing, what if you can add perks to it. that way you customize it just a little bit more. kinda like how you could put spells on stuff on oblivion, but you can either make perks or buy them.. or something, but each one is different, some can be rare, some can be limited and common. it could be a small hunt and also just find stuff for fun, i'm not sure how or what they would look like, but it could end up cool. it could even have like a bioshock touch to them like how when you got an upgrade, the gun changed. this could work for perks for stuff and also not be copy writing as long as they don't look the same. you can still have rare guns, but now you can add perks to them to make them better!

Weapon modifications have already been confirmed. You'll be able to add scopes, extended mags, and more.
