Perks for bullet time

i rarely, (sometimes for grenades) use VATS since i started using the bullet time mod. so i immediately noticed that it rendered VATS perks useless to me. then i started a character that was pretty much useless by herself in combat but relied on companions (Companion Share and Recruit, Wasteland Wanderer, Robco Certified ) to do the dirty work for her. Not content with my minions i also wanted the mysterious stranger to join the fray too. twas then i realized he was very picky about who he joined, snubbing people who fought without targetting assistance.

which leads me to my search/request for bullet time perks or VATS-perks-converted-to-bullet-time-perks. is this possible or do they already exist?

I have actually been trying some things out along these lines. Not exactly what you asked for but, like some of the other things you have asked for, similar enough that I'm starting to suspect that maybe you were the one who hacked into my computer through my wifes' Facebook page two months ago.* I did have a script that spawned new creatures and NPCs at spawn points without touching the spawn lists. (mentioned in another of your posts) This had the advantage of being controlled by a script, so NPC and Creatures could both spawn at the same place, but had the big downside of being incompatible with MMM Increased Spawns. (I made my own version of increased spawns, but I didn't feel like remaking all those compatability patches) I have since revisited and tweaked the script a bit. Some of the ideas that I had were:

- Multiple levels to the Animal Friends perk that, at higher levels, caused animal friends to spawn and fight for you when in combat.
- NPC Reinforcments. After begining combat a timer/counter would start and after so many minutes/kills more NPCs would have a chance of spawning in areas you thought were cleared and safe.
- The3rdType has asked for a Doppleganger mod. This would create your karmic opposite who tries to hunt you down.

So making a non VATS stranger visit should technically be possible. Though there are many questions, like how to handle him after combat, would need to be addressed. If any modder wants to try this or any other of these ideas, they are possible just a lot of work, have at it.

I'd be interested in a mod like this as well. I don't use VATS at all, in fact I found a mod that disables it completely. I've adapted a number of the VATS perks to still be useful without using that mode, but the Mysterious Stranger perk is one that I just couldn't do anything with. If you're interested Norbingel, I could package up the perks I've adapted so far and pass them along to you. I kind of have them buried in a general changes mod right now but I could always isolate them into a perks only mod. Or I could just post it on the Nexus for anyone to use. There's a number of non-VATS abilities that make sense in the context of the VATS perks. For an example, Concentrated Fire. You get a 25% chance bonus for making a critical hit if your previous hit was also a critical.

Have him pop a Stealth boy, let him run away, and disable him if he's 3000 units away from the player.

Also, do you think you could send me a copy of your random encounter mod? I've been trying something similair for a while :) Sadly, I've had not so much luck :P

I was originally just thinking of having the Stranger come in VATS-style camera mode to kill an enemy, then disappear the same way. but from what i understand of your posts, you're intending that he join you in real time just like any NPC? that would also be great. And have him always appear out of sight of the player. preserve the Mysterious Effect, instead of the less immersive pop-out of existence thing.

P.S. good idea with the multi level animal friend perk too. and perhaps for compatibility with other mods, leave the first level untouched.

Should be very easy to adapt it and fix it as it is short.
