Perks for a hardcoe playthrough

I just finished my first play through on Normal/hardcoe and I loved every minute of it. I did what I normally do in a first play through and that's being a good guy and helping everyone out (and siding with the NCR). In the end I had hit level 27 which I think is a fairly reasonable level to be at when finishing the game - but now that I've tried out a lot of the perks on this character I can probably tune my next build a lot better.

I'd like to play Normal/hardcoe again but this time as an evil type character. I will also be siding with the Legion and other bad factions this time around and I'll also focus more on side quests rather than the MQ. Now that I've already experienced the MQ, I want to do some more exploring and see everything I missed.

For my build, I was wondering what everybody thought about these perks and skills:

Melee/Unarmed
Being evil and all, I'd like to be more violent and personal with my victims. Is this a good skill to specialize in or would it be too difficult to VS guys with guns all the time? and should I choose Melee or unarmed?

Guns/Energy weapons
My first playthrough I specialized in guns. If I chose to go with Melee this time around, should I also specialize in one of these two? And if so, which one?

Survival
I have not tried this yet. Would I be better off choosing the Cannibal perk?

Cannibal Perk
Have you tried it in hardcoe? And since stim packs and food are scarce is it worth it?

Terrifying Presence
I like the sound of this one - terrifying foes in dialogue to have them flee in fear. If you've tried this perk, I'd really like to know how often this comes up in dialogue.

Confirmed Bachelor/Lady Killer
A dialogue perk once again. How often do either of these pop up and are they good for an evil playthrough?

Swift Learner
Not related to evil. But I was wondering how useful this is with the 10% bonus to experience. Especially if I take it at a low level. Will I level up too fast?

Bloody Mess
Sounds fun. But is it too over kill like it was in Fallout 3? or has it been toned down in NV?

Super Slam
Good If I chose to specialize in melee?

Food isnt an issue in hardcoe, and healing points are terrible, cannibal is useless.
