On perks, should there still be level requirements?

the op make it sound like your character can not be a sniper when his character doesn't have the required level or other requirements

rmember that in the old system most perks had a level , abilitiy and skillpoint requirement

iit doesn't menea you can not be a sniper it only takes longer and a investment in time and training before you are a really good sniper which sounds pretty logical to me

The only time we should have to spend a perk point is to get something we want. Trap options and counterintuitive prerequisites are a waste of everyone's time and the product of an adversarial PnP mindset that doesn't apply now.

Depends on the perk i guess, game-play changing perks should not have a level requirements in my opinion.

Perks like "Silent Running" that allows you to effectively approach game-play from stealthy perspective should be available as soon as possible.
