Perks, SPECIAL and Clothing Bonuses

So with the news that perks are now linked to special stats there seems to be a lot of talk about how can we raise our stats. One things I haven't seen mentioned yet is bonuses applied by clothing.

I'm taking some of this based off basic FO4 mechanics we can see in the Shelter app and the base numbers here are probably aren't right but at least it's something I think it's worth talking about

So with a grain of salt, here is the list of Bonuses in the App's outfits...

Since it's a layered system now we will most likely see our base outfit as a source of stat boosts the best suit our builds, then armour on top.

Now if this is how it works, do you think we can keep skills unlocked via stat boosts or will they become unavailable until we re-equip those stats.

e.g.

Wears a suit with +3 char (base 4 + 3 = 7)

Unlocks rank 7 perk

Removes suit (back to Base 4 Char)

Does Perk stay active or gets disabled until stat is back to 7?

Thoughts?

I'd doubt that temporary stat boosts would allow you to get perks.

Probably like previous games where it boosts the passive abilities from the special stat but doesn't impact perks.

Indeed, stats being needed for perks is not a new thing and in all fallout games, the game always checks against your default stats.

That's fair. Too bad though if that isn't a viable way to get higher perks, even if they disabled when the stat dropped after removing that item.

So how will they replace/handle clotting bonuses then if skills are gone and it's perk based?

Example of what I mean:

-FO3 armour gave a small guns + 15% and sneak 15%

-FO4 outfit gives S +1 and A +1

How will this relate to boosting perks? Will some perks then be maybe based off 10% per point in stat? Eg. Str @ 5 = 50% +1 Str = + 10%. (sorry if that doesn't make sense)

well since lots of perks (including perks I assume is derived from former skills) have perk ranks, it′s not impossible to think some clothing will give temporary "rank points" to some perks.

Probably work the same way as in Skyrim and skills, you can boost skills like armor but it does not let you take perks, it however make armor work better.
