To get : Activate 'X' amount of [different] parking meters.

Effect : Parking meters will contain, a limited amount of, Pre- War coins[item to be - each coin is worth an 'X' amount of bottle caps.]. Plus an 'X' amount toward the Repair skill.

Requirements : PE 'X', LK 'X' , Repair 'X'. [When the conditions are met-the countdown starts.]

Description :
1. After vigorously examining every parking meter that stood in your way, you have gained an insight into their mysteries.. but more importantly; the mechanics behind those strange, little things.

2. +'X' to Repair and the ability to harvest parking meters for their contents. Happy hunting!

To get : Gain 999 Rads(Radiation Exposure Points) for an 'X' amount of times.

Effects : The negative effects to players S.P.E.C.I.A.L. points, while radiated, are 50% cut off - for any future radiation exposure, of course. Example follows.

Level 1 (0-199 Rads) No effect.
Level 2 (200-399 Rads) No effect.
Level 3 (400-599 Rads) -1 EN.
Level 4 (600-799 Rads) -2 EN, -1 AG.
Level 5 (800-999 Rads) -1 ST, -2 EN, -1 AG.

Requirements : Level 'X', EN 'X'. [When the conditions are met-the countdown starts.]

Description :
1. There and back again.. and again, and again. After getting your share of, near fatal, radiation exposures, your body has started to adapt to all of the 'unpleasantness' future irradiation may bring your way.

2. 50% less negative radiation effects to your S.P.E.C.I.A.L. points when suffering from advanced radiation poisoning. A ghoul to be, perhaps?

To get : As a quest reward.

Effects : Gain 'X' % HP regeneration while directly exposed to certain irradiation sources [barrels, explosions.. anything that generates the 'Crackling Sound']. Downside : The more HP you recover this way, more potent the radiation intake [strength or speed of it] becomes.

Requirements : ST 'X', EN 'X', AG 'X', Medicine 'X'. [When the conditions are met-the quest becomes available.]

Description :
1. What do Glowing Ghouls have and you don't? Less intellect and the ability to emit cool light from their bodies? Not for long! You're working on that as well.. the second one, of course. [Detailed info gained through the quest itself.]

2. HP regeneration while directly exposed to certain irradiation sources. But, beware! The more HP gained this way-more severe the radiation poisoning.


[Note : A second quest opens with this perk. The player gets a/the chance/option to cure him/her-self. The reward : If Karma is high - standard goodies(EXP, items, whatnot, etc.). If Karma is low ? read on.]

To get : As a quest reward.

Effects : +'X' % DMG to ghouls [not mutants], +'X' % DMG to 'good' characters.

Requirements : The Glowing One perk, Karma-Low. [When the conditions are met-the perk becomes attainable.]

Description :
1. Having seen how the 'other side' lives, made you hate them even more. 'Kill 'em all' might not wash away the fact - that you were, once, one of 'them'.. but it makes you feel a whole lot better. Killing is easier, if you are a Bigot.

2. Feral ghouls, glowing ghouls, talking ghouls.. ghoul supporters - practice targets! Someone needs to 'help' them 'see the light'.. might as well be you. +'X'% DMG to ghouls, +'X' % DMG to 'good' characters.

3. You have been marked as a Bigot for you hatred of anything.. different. But for you; its not a Stigma - its a Title! +'X' % DMG to ghouls, +'X' % DMG to 'good' characters.

4. Your flaming hatred for anyone different.. from yourself, makes killing, and sleeping sound after, possible. The way you see it.. you're doing the country a favor.

5. Its official! You hate ghouls! Naturally - its easier to kill them, and anyone else who tries to stop you in doing so.

To get : Kill 'X' Feral Ghouls.

Effects : +'X' to Unarmed [secondary effect], running speed increased by 'X' %.

Requirements : Level 'X', AG 'X', Sneak 'X'. [When the conditions are met-the countdown starts.]

Description :
1. Hunting Feral Ghouls finally paid off. Your body evolved to their level of Interaction; thus making you hit harder, and run 'X' % faster. On the downside : you puff very fast and loud, in short intervals, while running.

2. You can run with the best of them. Running speed increased by 'X' %.

To get : Eat 'X' amount of 'X' type of Food [this came out all wrong]; or, as a part of the level up system. [The second one seems more.. reasonable, because of 'the downside' effect.]

Effects : Rejuvenating effects of Food are increased by 'X' % but so is the chance to be addicted to Chems, [supported] Drinks and Meds.

Requirements : Level 'X'[If gained via level up], CH 'X'. [When the conditions are met-the countdown starts, If gained by eating.]

Description :
1. [If gained by eating; #1] You have lived like a king-now you are The King. Eating, for you, is no longer a nuisance-its a ritual. Food tastes better but so does everything else, including drugs.

2. [If gained by eating; #2] You have developed an affection for food; making it easier to get more-out of less. Meals heal you more, but your resistance toward other addictions is decreased.

3. [If gained with the second option] Rejuvenating Food effects increased, but addiction resistance to Chems, Alcohol and Meds decreased.

To get : Standard, through the level up system.

Effects : Armour weight 'X' % less.

Requirements : Level 'X', ST 'X', no 'Small' perk [see bellow].

Ranks : 1

Description :
1. You are Big, Strong and Mean. How could something like the weight of an armor set stand in your way? It can't, not now! Armour weight decreased by 'X' %.

2. You know how to maneuver in any set of armor. Armors weigh 'X' % less.


[Note : A lot of contradiction between this one and the next. Logically-it sounds just about right. Practically-not even close. The point of this note: 'No Point!']

To get : Standard, through the level up system.

Effects : Armor protection increased by 'X' %.

Requirements : Level 'X', AG 'X', no 'Big' perk [see above].

Ranks : 1

Description :
1. You may be small in size, but you make it up in spirit. Efficient use of apparel, like making it take most of the damage, takes off the pressure from your skin, and gives you an edge in combat. Armour protection increased by 'X' %.

2. You make your apparel 'take ALL for the team'. Armors offer 'X' % more protection.


[Note : A lot of contradiction between this and the previous one. Logically-it sounds just about right. Practically-not even close. The point of this note: 'Still no point.']

To get : Collect the set(15) of Custom Pool Balls[items-to be], named 'Bank Shot'. [Alternative name : 'Ripley's Marbles'-I prefer the first one.]

Effects : +'X' to Melee. +'X' to CH [only while the set is in the inventory]. Secondary/Secret[not anymore] effect : If LK is 4 or lower when completing the set-gain +1 to PE [If not 10, of course].

Requirements : Collect the 'Bank Shot', custom pool balls, set.

Description :
1. Pool, Snooker, Billiard, Brawl.. you don't care - so long as a Pool Cue can be used in the process. You gained insight into some parts of the game : hitting harder with a stick, and looking good.. while doing so.

2. The proud owner of 'Bank Shot', custom made, one of a kind Pool Balls set. Just having these marbles in your inventory, makes you feel more important. Additionally - fighting to find [and keep] them - nets you +'X' to Melee.


[Note : A second (short) quest opens with this perk. The player gets to show off his/hers 'Set of Balls' to a certain NPC (also pool enthusiast). The reward : Unique pool cue, with much better stats then the 'plain' one(s), named : 'Ballbraker'. I just can't get enough of this one-so many word games.]

To get : Kill 'X' amount of 'X' type of animals. [Still sounds offbeat.]

Effects : +'X' to Melee. The ability to skin/harvest animals for their hides and/or furs[items to be].

Requirements : PE 'X', Medicine 'X', Melee 'X'. [When the conditions are met-the countdown starts.]

Description :
1. Trapper is the name - skinning is the game. After killing your 'X' prey, you took out your knife and decided to give it a shot - what do you know - it came off. Beware though; some hides are too thick to be affected.

2. You have the ability to skin certain type of prey. Namely, animals. Simple as : 1, 2, 'snip'- repeat!

To get : Kill 'X' Raiders.

Effects : +'X' % DMG to raiders. Raiders will not attack the player unless he/she attacks them first.

Requirements : Level 'X', CH 'X'. [When the conditions are met-the countdown starts.]

Description :
1. 'Raiders, raaaiders.. come out and plaaay!' Raiders fear you; raiders respect you. In any case, they don't attack you.. unless you attack them first. Also, you gain +'X'% DMG to raiders.

2. Having exterminated your share of raiders [and then some] made them remember your name. They won't attack you, unless attacked first. You gain +'X'% DMG to raiders and the ability to 'draw first blood'. Get out there, and ride some raiders!

To get : Kill 'X' Super Mutants.

Effects : +'X'% DMG to super mutants. The ability to detect super mutants, long before they detect the player. [i.e. - Detect Life(from Oblivion) - or a, crazed-like, voice/whisper signaling to the player where the' Biggies' are (i.e. - North, South, etc.)]

Requirements : Level 'X', EN 'X', Big Guns 'X'. [When the conditions are met - the countdown starts.]

Description :
1. Evolution means : 'Survival of the Fittest'; and that's what you have become. Fighting super mutants, one too many times, you learned their weaknesses and memorized their patterns.

2. You have the unique ability to 'sense' super mutants; along with the knowledge of their basic anatomy - +'X' % DMG to super mutants.



Advanced Power Armour Training/Mechanized Crusader

To get : Standard, through the level up system; or, as a quest reward.

Effects : Negative effects, that wearing Power Armor brings, are 'negated'.

Requirements : Power Armor Training, Level 'X', ST 'X', AG 'X', Karma 'Very High or Very Low'. [To elaborate the 'Karma bit' : neutral characters strike out.]

Description :
1. [If gained via quest; #1] Power House of the Wastes. Not because of the armor you wear; it has more to do with HOW you wear it. The 'Clanking' sound while you move is the only negative effect wearing Power Armor brings.

2. [If gained via quest; #2] You have expanded your knowledge of Power Armors. Wearing one brings no negative effects to your person; thus, making you.. one of a kind.

3. [If gained by other means.] With the 'A.P.A.T. /M.C.' perk, you learn how to, properly, reside in a suit of Power Armor. Wearing one now, affects you only for the best.

To get : As a quest reward, via the level up system; or, through training.

Effects : +'X' % to Attack Speed, +'X' % DMG bonus every time a critical hit is scored on an opponent. These apply only to Sharp Melee weapons. Does not work in Sneak.

Requirements : Level 'X', Melee 'X', 'Finesse' perk. [When the conditions are met-the perk becomes attainable.]

Description :
1. [If gained via quest; #1] As every blade has its secrets - so do you the ability to recognize, and use them to your advantage. Blades 'brake in' faster in the grip of your hand.

2. [If gained via quest; #2 ? or training] Blade Master of the Wastes. [Detailed info gained through the quest/trainer.]

3. [If gained through level] +'X' % to Attack Speed, +'X' % DMG bonus every time a critical hit is scored on an opponent. These apply only to Sharp Melee weapons. Does not work in Sneak.

To get : Standard, through the level up system.

Effects : Characters with this perk can attract an additional, permanent, party member/companion.

Requirements : Level 'X', CH 'X'. Also, no 'Bad Company' perk [see bellow].

Ranks : 1

Description :
1. You get 1 extra slot in your companion limit, but don't forget - more than 2 is always a crowd.

2. Being a good leader means more people will follow you in your adventures - without complaining about wanting to ride 'Shotgun'. You make room for, almost, everyone. 1 up - to your team limit.

3. You know how to organize people, and lead them to victory. Its easier to make a Squad if you are a Leader. Team limit : 3, including you.

To get : 'X' amount of player companions are killed while actively 'adventuring' with the player. In other words : they get used up - one by one -.

Effects : All other companions tend to die more quickly [i.e. - lowered stats, getting in the line of fire more often.. or something in that fashion]. LK +'X' - if not 10, of course.

Requirements : 'X' companions killed by the enemy-not by player. Also, no 'Leader' perk [see above].

Description :
1. You are indeed a lousy traveling companion. Most of your 'friends' are dead, but you don't seem to care.. much. In fact, you feel lucky it was them - and not you.

2. All who join you - die.. faster. Maybe its your Karma, maybe its their inefficiency to survive. In any case, you bring bad luck to all those around you.. except yourself. You feel guilty.. empty inside..

To get : Read the 'Art of War ? Modified/Modern Version' [items to be] book.

Effects : Chinese based weapons deal more damage[base DMG increased], and they last longer[weapon HP increased; or just take less DMG].

Requirements : Level 'X', IN 'X'. Find and read the 'Art of War - M. Version' book.

Description :
1. Reading a strange manual you have gained an insight into many things about waging a war. In short term abilities - you picked up on facts how to, properly, apply and maintain Chinese weaponry. Too bad there was nothing in there about armors..

2. After reading the 'Art of War', you feel as though Chinese weapons - are Chinese only by name. You learned how to efficiently wield and maintain them.

3. Chinese weapons do more damage and last longer. All you need now is a 'Chinese Weapon'.. to put your knowledge into practice.

To get : As a quest reward.

Effects : Player gets the option to purchase a car[vehicle to be].. or a bike - for traveling purposes.

Requirements : Level 'X', Caps 'X'.

Description :
1. Proud owner of the only, working, vehicle in all of Wasteland. Pedestrians, eat your hearts out!

To get : Standard, through the level up system.

Effects : Black and white sight, +'X' % DMG, with anything[general DMG], to everyone/everything.

Requirements : Level 'X', PE 'X'[low/er].

Description :
1. You have gone blind - well, almost. Black & White sight makes you try twice as hard to defend from your enemies - mostly by attacking first. +'X' % to General Damage[output].

2. You gain +'X' % to your general damage and 'Cone Monochromacy, type II'.

3. [secret variation - if IN is 4* or lower]After being hit in the head, one too many times, you have lost the ability to see colors - except black and white, of course. Strangely enough, there is one more : Brown. Great! How many brown things are there? ?Dirt, Crud, Dr. Braun*.."

To get : A quest reward.

Effects : Damage from some/long falls 'X' % less.

Requirements : Level 'X', AG 'X'.

Description :
1. Cats have it right! No matter how 'high' the drop - its always 'Feet First'. 'X' % less damage from long falls.

To get : Standard, through the level up system.

Effects : Player loads [supported]weapons 'X' % faster.

Requirements : Level 'X', Big Guns 'X', Small Guns 'X', Energy Weapons 'X'. [real-time combat preference].

Ranks : 1

Description :
1. The ability to reload weapons at a much faster rate.

2. With this Perk, you'll be able to feed your weapons with ammo, as fast as they go empty. 'X' % to reloading speed.

3. 'Soon as the last bullet[ray] from your weapon hits the target ? the next round is on the way. Reloading was never fun.. until now !

To get : I have no idea. Read on.. you'll 'see' why.

Effects : Advanced version of V.A.T.S.[Prepared Session ? from now on]. With each, new, agro player makes, a 'Prepared Session' starts, granting the player +'X' more Action Points to be used in that session, only. This means; bonus AP gained in this way - will be lost after exiting that session. [Oh, man.. spinning.. must..]

Example :
1. 'Player' roaming the wastes suddenly gets attacked[*most likely, from the sides or the back ? its easier to be surprised from these directions , as opposed to front? duh!] by a single animal. V.A.T.S.[Prepared Session] starts up and targets that animal, automatically[*despite direction the attack is coming from], granting the player +'X' more AP. If these bonus points can be used to hurt the thing -great! If not[distance, obstructed view, whatnot..], naturally ? the player will need to reposition, exiting the 'Prepared Session'. Starting V.A.T.S. again, manually, right after that, does not count as 'Prepared Session', therefore -the bonus AP are not applied, nor transferred.

2. Same thing, but attacked by more than one animal -at once-. 'Prepared' perk only applies to the first one that targeted the player. It will not start again[for that group], unless a different foe[not a part of the first group to attack the player] comes in to join the fight. At that point 'Prepared Session' starts up, anew, and targets 'that foe'. The bonus AP gained from it are applied to the players existing[full, half-empty, empty] AP pool, to be used on that target, or previous ones[if still alive].

Description :
1. You are in tune with technology that enhances body movement and awareness. V.A.T.S. upgraded to the point of making it, almost, impossible - for you to get startled.. or ambushed by enemies.

2. By, incorrectly, interpreting 'Vault-Tec ASSISTED Targeting System', as 'Vault-Tec AUTOMATED Targeting System'; V.A.T.S. has become just that.. well, in your mind, at least. No foe can catch you off your guard.. unprepared.

The original idea was to post Fan Made Perks here, but.. I guess it got overwhelmed by the cheesy robot joke. At any rate, if you ever made up a Perk that, in your opinion, could improve the experience of playing the Game, or just spice it up a notch, this is the thread to stick it on.

Even tho' this is a Fan Fiction spot - entertaining purposes only; who knows.. maybe someones-someone-something gets inspired by them, and they, or some variations of them, end up in this Game.. or the ones that follow. But, most of all, it might be fun.. ]



On Perk design: The only boundaries are those of common sense.. scratch that - No restrictions.


Note: Fallout 3 and up - just to make sure.
