Persuasion doesn't work?

No matter how high my speech craft or personality level is, I can't seem to successfully persuade them, whether I'm trying to threaten them or bribe them, it all fails. I've raised my speech craft to over an insane number too, like 5000, and it still fails. Anyone know what the reason is?

Okay, it seems to be working now. It was weird though, I had failed like 10 tens in a row even with a extremely high speech craft level. I still don't know about it... but I have other problems now, the AI of the NPCs. If I commit a crime indoors, and it's witnessed by somebody, I would go outside and none of the guards will confront me about it unless I speak to them. And when I do speak to them about it and resist arrest, that one guard, alone, will chase me while the other guards pretends nothing is happening, unless I confront them too about it. The AI seems to be even dumber now.

I've been experiencing the same thing. Though I just assumed that was how the game worked, I haven't played the vanilla game enough to know.
