It is embedded in his Phalanx followers package MainFollowers.esp.
You can direct d/l the Vault 87 followers OLD outdated development version here: http://www.finhosting.fi/~fallout/downloads/old-development/
"Tarrant: it was incorporated into the phalanx mainline in a better way"
He said he does not have a stand alone verison of it available like he does for the pitt.
Its complicated and the solution requires the main http://www.fallout3nexus.com/downloads/file.php?id=1925 package.
Making the pitt behave with minimal acceptability only required commenting out the fire code, but the situation in vault 87 is different. At its most basic level, if I simply comment out their code, your followers should interfere in that MQ08Capture scene (actually I think they stand around and talk). If that's overcome but they remain unfired, they travel to Raven Rock and show up at the same time as Fawkes, which is unacceptable.
The solution I picked to all of this involved adding an AI package to the base definition of the followers as well as making a significant edit to a wasteland cell. The resulting .esp would have conflicted with Phalanx. So, I was like, I'm not interested in making this be a stand-alone solution, and I incorporated it into Phalanx.
The old stand-alone version may work if you make a point to make the followers wait well outside of Vault 87. But the whole idea of having followers is to use them, and doing vault 87 without your followers is kinda retarded.
