That area looks like Mini Hideout. He probably put all of those guns there himself.

Yes it is, I modified it a little by making static meshes of my favorite guns and arranging them like so, if I didn't need to get permission from like 15 people I'd release it as a modders resource. You should see the ammo shelves

Are you certain? From the screenshots the link you gave for the MEGATEN retexture, that doesn't look like anything in your picture. In fact it looks more like a camo Chinese Stealth suit mod I've seen. The MEGATEN retexture has gray swirling pattenrs, I see brown camo patterns in your screenshot.

These days she's not really a serious save as she's done everything.

That's because the retextures look different on the Reinforced Stealth Suit than they do on regular Dragoon Armor- if you look at her back or the insides of her thighs, where there's no armor, the swirled markings are still there.
Also, the brown coloration could have something to do with the lighting in that screenshot- usually, the armor shows up as a ghostly, mottled gray.
So in short, yes, I'm certain it's the MEGATEN retexture.

EDIT: See, http://www.fallout3nexus.com/imageshare/images/457498-1252608925.jpg. As you can see, they're both the same retexture; it's just that one is covered in armor plating and the other one isn't.
