It's just that I've been updating Dynamic Weather 1.3 recently, which has a new weather type that looks just like that!

come to think of it, I did have Dynamic weather installed but have gone back to fellout , anyway, it's possible it wasn't an entirely clean uninstall. only showed up when that...thing popped up (only once) and after looking at the screenies on the link, It's possible I still have leftovers after the uninstall. don't have any other ideas on why it did that.
