Pip-boy app "No Device Found" issue

Hello,

My Pip-Boy app cannot find game. Here are some details:
1) Game runs on PC, it is a Steam version.
2) Pip-boy app is ENABLED in game settings and not only game but whole OS was restarted after that
3) OS Version is Win7 Enterprise 64-bit with all the latest updates installed. It is fresh install just a few days ago
4) I run Android version of Pip-Boy on my GalaxyS4
5) Both PC and smartphone are connected to the same home router: PC by ethernet cable and smartphone by Wi-Fi
6) When I run Pip-Boy app and choose PC it tries to scan and say: "No Device Found", there is no option to enter IP and login/password manually
7) I tried to disable firewall and antivirus completely on PC - this changed nothing
8) I tried to install app "ES Explorer" from Google play on smartphone and scan network with that app - it was able to find my PC and was able to get access to all files after entering login/password of my PC admin account

I have no any ideas what else can I try to get Pip-Boy app running. I have already tried all recommendations from Bethesda FAQ with no luck.

Bethesda support ignored my request for 2 days and then just send me to seek assistance here.

Could anyone please help me to resolve this issue? If you need any additional info, please let me know I will do my best to provide all information and try any options you could advice to investigate.
