What this basically means is that it's a military issue Pip-Boy.

That one little detail will have a huge impact on gameplay. All of my research, which now covers hundreds of hours, suggests that Vault 111 was specifically designed and built for non-serving US Marines and Naval officers.
Not neccesarily. It may means its for non Vault-tec employee use or it could mean it is for Military use. You do find it afterall attached to the skeletal arm of a Vault Tec employee
And this employee was inside of Vault 111, which is where the Pip-Boy was initially designed to be used. The mk IV edition is clearly built with military spec in mind. Just look at it compared to the old model. I have already pointed out on other threads that the layout and proximity of Sancutary Hills and Vault 111 means that they were both built on the same plot of land for the same purpose, and that everyone we see above the vault was also either a non-serving Marine or Naval officer, which ties in with the vault experiment.
It is actually very common for those serving abroad to have access to games consoles and other forms of entertainment for use during R&R and when not involved in direct conflict. This was seen extensively with those serving in Afghanistan.
1. Vault 111 and Sanctuary Hills are built on exactly the same site. This can be seen by carefully looking at their relative positions as seen in the footage. This means that none of the vault inhabitants were randomly selected, and would suggest that all residents of Sanctuary Hills had recently moved in and were also all vets, the same as our protagonist. If this is not the case, then why were none of them actively serving in the ongoing conflict?
2. I hear what you're saying, but even from the design of the Pip-Boy, it looks like something you could imagine a Marine wearing.
3. Because only a handful of people made it inside, including the PC and his family, and the VT scientist died before he could get into the main vault. Our PC therefore picks it up on his way out from the skeleton of the dead scientist.

Looking at the games included, whilst they do look to be somewhat entertaining, they would also help to develop useful skills such as faster reaction times, situational awareness, and strategic thinking. They would also provide a means of engaging the subject's focus once the initial phase of the experiment is over. In a post apocalyptic world where so much is gone or has changed, such innocent looking games would be like finding a fully operational wide screen TV in the middle of a desert.
6. I agree that the tech is much newer. On one of my threads I have explained the inclusion of a nautical targeting and navigation system built directly into the Pip-Boy. This would be used to assist in recovering valuable resources from lakes and rivers, as well as the ocean, once phase 2 of the experiment begins. This would also explain why each vault inhabitant would have been in the Navy or the Marines.
