You would do better just to become a bandit, I think. Seeing as you can't buy your own boat, and you can't even ride them, boats are pretty useless. The only interaction you really have with them are standing on them in dock and hiring it to take you somewhere.

You can get one on the ship near the Solitude lighthouse, it's the ship in dock, but not at the main docks, a little farther north up the road.

If you have the DB expansion, Soulrender and/or Bloodscythe are recommended.

Haknir was a pirate. He also dual-wielded.

There aren't any good ones that would actually make him seem like a Corsair or Pirate. Maybe Leather Armor would fit, but it would be better if you had a PC and used mods.

Too bad you can't just wear pants, boots and go bare chested. Add one of those white rag caps with the knot at the back and a scimitar and you'd look pretty piraty. Unfortunately, I don't think pants and shirts exist in Skyrim, just clothes. Are you going to use magic? What will you use for ranged attacks?

Yeah I think the best way to go would be fine cloths with leather boots and some kind of guantlets with like the white bandana thingy. Then I would go one handed with the shimtar, block but no shield, light armor, maybe even do alteration for extra defense.

Edit: Oh and do speech for intimidation perks
