Pixelated Lighting Issue

I recently booted up my version of Fallout 4, and had it running fine on low settings. The only issue is that the lighting seems to be very very pixelated for some reason. However, I found that this effect only occurs if a light source (or its reflection) is in the line of sight, and that the issue usually occurs mostly indoors. I have attached pictures of both views when looking at a light source (pixels) and when not looking directly at a source (normal graphics). Any help is appreciated!

This means your God Rays quality settings are low. You can edit it in-game via "gr" command.

EDIT: wow that's really crazy lighting issue. Don't know what to do with it.
