Whenever I play oblivion my character moves extremely slow, from when I start the game. it makes it like impossible to play efficiently. .I have already changed "bUseJoystick" to 0 instead of 1. that did not work. and I do not have a game controller plugged in. the only USB's I have plugged in are my mouse and monitor. I just really wanna play this game. if anyone can offer any help I need it badly.

You could use the console to set the athletics skill really high.

EDIT:

Try: advskill athletics X

Replace X with some high numbers and keep reloading the game until you get a good one. I would advance the skill by 50 and see what happens.

This might sound stupid, but are you sure you're not just walking instead of running? Use the caps lock key to change.

Yeah I have my character run everywhere, even in houses, because I find he moves too slow I've gotten used to other games where the character moves a lot faster, so I find Oblivion really slow, even with pretty good speed attributes... Unfortunately it's rather hard to describe speed in text!!
