playing oblivion on pc again

So i just started playing oblivion on the pc again. this time i actually plan to play the game and not just get mods and run around and check them out. so i have a few things to ask

1. My graphics card on my pc is an nvidia 6100 or something like that. so i wa nt to buy a new graphics card but i want it to be some thing that can run skyrim on the highest settings. so what kinda graphics card should i get??

2. question?? So when playing ob on my pc the graphics are set to the lowest settings. so when ever i talk to some one i can't here them talk so its kinda got this MW thing going on where if I'm walking around i can here people talking but when i enter a conversation with any one i have to read every thing they say. so my question is is this some thing to do with the graphics being set so low or is it maybe a sound card thing or some thing like that.

3.I'm looking for mods stuff like getting rid of the level scaling. Or making it to where you have to have your skills at certain levels before you can advance.

4. And any realisim mods and just any thing you would recamend

I just upgraded my computer a couple of months ago and went with an Nvidia GTX 660 and can play Skyrim with max settings and mods that increase it further without issue. For your second question it can't be related to graphics since they are not related and I have never had that issue so I'm not sure what it could be.
