I've found "All Things Alchemical" to be a great place to buy potions. Just be prepared to shell out about 1000 gold for less than 15 potions.

All Things Alchemical is in Skingrad and my guess is you look for stores that sells them in Imperial City? That case, Guilded Carafe is your best shot

Are you aware that you can fully heal your character after every Arena fight? The fountain at the bottom of the stairs replenishes your character fully.

Otherwise, there is also the Main Ingredient in the IC Market District. Near the door between the IC Market District and Arena District.
