Its an updated version of Gamebryo as thats what they were mostly working on in 2009.

The old rumours said it was still the same engine, Pete Hines now said that it's brand new and totally rad.

I don't think anyone can be satisfied with any answer unless given by a BGS employee and given in enough detail to show that it is one or the other.
