Probably a stupid question, but where actually IS the plugins list that OBMM and BASH reference...?

For Oblivion there really isn't one. There's "Plugins.txt", but it only lists official DLC, and is thus useless.

Load order is determined by the date on the ESP/ESM files themselves, and what BOSS does is modify that date, which is then read by OBMM, Bash and eventually Oblivion.

Skyrim, however, does indeed have a text file that lists the load order of all the plugins, and for it, file date is irrelevant.

Depends upon which OS you are using, but in the '\Users\\AppData\Local\Oblivion' folder under Win7.

FYI: I recently made the following list of file locations for myself. Perhaps it will help you.

Wrye Bash File Locations for Backup & Restoring

Main program installation path is user determined, typically at the same level as the Game directory:
'[Path]\Mopy'; OR within the Game folder: '[Path]\[Game]\Mopy'. See BASH.INI for examples of Windows XP path names.

Replace words within '[square brackets]', such as '[Game]', with the name of the folder in which your particular game is installed. For example: replace '[Game]' with 'Oblivion' or 'Skyrim'); or '[Path]' with 'C:\Games'.

If you wish to manually back up your settings, the directories Wrye Bash stores files in are below. Note: most of these can be over-ridden in the BASH.INI file.
Directory								  Contents---------				   				  --------'[Game]\Mopy'			   				  Contains main Bash files. If you're working on any localisation files in Mopy\l10n you may want to back them up.'[Game]\Data\Bash Patches'					  Contains CSV files used by the import/export functions. Back up any CSV files you've exported and want to keep.'[Game]\Data\INI Tweaks'	   					  Contains ini tweaks. Only needs backing up if you've added custom ini tweaks.'Documents\My Games\[Game]'	   			  Contains Wrye Bash settings. It is important to back this up.										  Bash.INI entry for parent of this folder tree: 'sUserPath'	BashSettings.dat	Plugins.txt	BashProfiles.dat'[Game] Mods' (in the same folder level as [Game])	  Contains BAIN packages and other Wrye Bash settings. it is important to back this up.									  Bash.INI entry: 'sOblivionPath''[GameRoot]\[Game] Mods\Bash Mod Data'					  Contains data about your mods, ini edits, etc.  If using MOM, mTES4 Manager, or other utility to manage multiple installs, you will want to change this to keep the Bash data with your saved games.
