Point Lookout, WTF?

OK. Decided to get robbed (400+ caps?!?) and go to Point Lookout (sans Charon). OMG!

Can I do damage here? Is everything amped up on damage resistance?

So, I get to go to "the Mansion." I head out along the road and run into someone called "A Tracker." Weird looking dude  Well, 3 clips later from my Xuanlong Assault Rifle (about half CND and 40+ Damage) and he dies. I am at 2 blips of health from him punching me! (I apparently took his axe out right off of the bat.) I am thinking, WTF? Did I pick up toy weapons? It is a boardwalk/carnival atmosphere after all...

Well, I make it to the mansion in good shape. Forget about trying to help out there. Desmond insists on getting in my line of fire, along with his dogs. I think I get off 1, maybe 2 shots and then we are plugging up breaches. These damn "Tribals" are NOT wearing old cloth armor (rating of 8?), unless they are lined with steel. They get to move about like I can not: Quickly. It takes 2-3 clips (36 bullets of 5.56 caliber) to take each individual down. Granted, I am NOT hitting them that often, but when they get right in front me (which they often do), I am laying my finger on the mouse button and going through clip after clip after clip before they fall over, dead.

What am I missing? I am on "Normal" difficulty. I have the unofficial patches installed. I am level 18. Do I have to get drugged out on Jet and all of that? Do I need to use the "Double Barreled Shot-Guns" that have been thrown in my face off of every enemy and what Desmond uses? I did try my Combat Shotgun, but it was just as ineffective. I feel like the difficulty just went to "Nightmare" level. I know I am missing something

Sorry for my whining

PS: I'm not too hot about lowering the difficulty, either. I would have done that already if I thought it was the only way :)

PL is best at higher levels and come loaded for Grizzlies, not Black Bears.

I think BGS was looking at the boards where everyone strokes their ego and says the game is too easy, so they over compensate on at least one DLC for each game (OWB for New Vegas for instance)

Of course you could spawn the Mysterious Strangers gun which does 9000 damage and then it's not an issue anymore.......
