It sounds to us like Sony said yes with conditions that Bethesda were unwilling to meet.

I'm not sure I understand your question. They don't allow mods on the PS4 version of Fallout 4.

That is what I thought, but when you want to play The Elder Scrolls game, you find a way, be it a minimum computer to do so or buy the console for it. If PS4 players wanted to play TES games they will buy an Xbox or computer to do so. Not playing on the PS4 will not stop a lot of people from playing it on another platform.
When I wanted to play Morrowind and I couldn't afford a computer at the time, I got an Xbox. When I wanted to play Oblivion, again, same story, I bought a 360. Thank god I didn't need to buy another platform to play Skyrim.
I am sure PS3 is not 80% of all Skyrim sales or 80% were all of Fallout 4 sales on the PS4.

That poll is just way too cut and dry. I bet there is a lot more to what happened than anyone here knows.
They absolutely shouldn't completely give up on mods for the PS4. They should keep the system they built in place in case sony changes their minds. They should publicize on social media how great mods are for the Xbox. They should support mods for the next game making sure everyone knows that they will be available on any system open enough to allow them, and make sure everyone knows exactly what systems those are, and which ones aren't. They should do everything they can to encourage modding industry wide to create an environment where lack of mod support is a liability.
They should not, however, cave to unreasonable demands (for example, having to do QA on every submitted mod if that theory is correct) just to get them out there.
Hmm, I thought the mods were already released for FO4 on both console systems. After doing a Google search, I learn they aren't for the PS4. My bad.
I agree my friend, but when you want something bad enough you save for it. Just like when you buy a new game now for console at least in Canada games are $80 to start. Hell look at Civ VI. It's $80 for a PC game. That said, money is not some infinite resource for some people that would also mean they can't buy a new game either.
So you either keep buying new games that you can't afford or if you really want that game you don't buy other games and save the money till you can buy the game. So you either stop and don't buy 4 or 5 games, and there is your money to buy another console and the game. You don't have to buy as soon as it's released.
So if you want something bad enough you save for it. If you bought the wrong platform then you wait. Just like I had to wait when Morrowind was released back in the day. So instead of buying new games I saved, and waited till I could buy an Xbox and Morrowind.
Took me almost a year after Xbox's release. Lucky for me Morrowind was delayed. Same for the 360. I never got it on release but after a year it was released and got it a different way than buying it.
Again, like I said, when you want it bad enough, you find a way to play it if you want it bad enough.
There is one thing they could do: Make a quality-check for every mod, and then let the PS4-Player pay for the mod, so the quality-check would at least cost-neutral for Bethesda.
The question is: Do the PS4-Players would accept that?
I did play on the PS3 for many year, and read the official Sony-Blogs to not miss any news about Skyrim. But as far as I remember, there was not so much.
Sony did concentrate to promote the titles that where exclusive or at least first on the PS.
So I fear, Sony can live with the current situation.

I said for people who were acting entitled, not people who were expressing their opinions.
If I owned a PS4 I would not accept that. PC players get the remastered edition for free. PC players get mods for free. I would feel ripped-off if I, as a PS4 user, was forced to purchase a game others were getting for free and then to pay for mods others were getting for free. That would be utterly unacceptable to me.
