Populating new town

Just curious, Iv'e only just started using the GECK and I created a new town. My problem is i cant figure out how to make the NPCs ive added stay there. I'm using some models of Rivet City security gaurds and such, since my town is in the parking lot in front of the carrier. When i changed the ID of the npcs they always end up back at the old location they are taken from. How do i fix this? How do i make them stay in the town?

Giving them new IDs is just the start. If you made copies of existing NPCs, they most likely still have AI packages that are telling them to go some place else. You really have to strip a lot of the data from new NPCs and then add back your own.
