I have done some fleshing out of the Arimer, or Star Elves (what others call the Ayleids) for my fan fic. http://chorrol.com/forums/index.php?s=&showtopic=4431&view=findpost&p=120043 my main character receives a history lesson on them. I changed a few things from the lore, notably that the Arimer had pale white skin. Along with that they naturally had an affinity for the color white. So they tended to wear white clothing and armor, and naturally even treated the stones of their cities to make them white as well. Somewhat keeping with the lore, the Arimer were not only excellent magicians, but very oriented toward the stars, learning to use meteoric glass to make welkynd and varla stones, which gather the power of magicka from the stars. They likewise made Star Wells also, which married the power of the stars with that of Nirn, creating fountains of energy.
The early Arimer lived close to nature, being very similar to Bosmer in outlook, and like the forest elves, they followed Spirit Guides (better known as the Earthbones - the Aedric spirits that sacrificed themselves to create Mundus). But as their civilization advanced, they turned away from their spirit guides and began worshiping Daedra. At the same time they discovered necromancy, and using the power stolen from millions of souls, they built their great wonders. To fuel the altars of the daedric princes and necromancers, they enslaved all the other races in Cyrodiil. To keep their slaves in line, they filled their armies with daedra and undead. Their lust for power plunged Cyrodiil into darkness and horror. In the end, even Nirn itself wanted the Arimer dead. This began with Alessia, who touched off a crusade that lasted for centuries, until finally the last of the Arimer fell at the Battle of Glenumbria Moors.
Or did they? Rumors persist that Abagaianye - the last king of the Arimer - survived the battle and slipped away with his people to someplace safe, beyond the reach of the now broken Cyrodiilic Empire. Some whisper that even now their descendants live on in some hidden valley deep in the Valus Mountains, once more living in harmony with nature, guided by the spirits that created Nirn.
In purely game terms, I would make an elven race with white skin. Give them a 100 point bonus to magicka and a 25% resistance to magic. Stats ought to be skewed toward intelligence, willpower, and personality. Skills that receive bonuses would be the magical ones, especially mysticism, conjuration, and alchemy.
