Possible evidence for Power Struggle?

So i've been doing some C2 modding lately and I unpacked the Scripts.pak, and I was examining some files in there and in the "gamerules" folder i came across this "powerstruggleelite.xml". looking at it, it seems there are some interesting things, like they were working on it before C2 was released, but just never got around to finishing it. Hopefully this means some work for power struggle has possibly been done and it will be implemented in C3. here is the xml file code:

I hate to rain on your parade but this was found well over a year ago, before the actual release of Crysis 2 infact. ;)

So has this been discussed already? Please enlighten me. What does this mean? could it mean power struggle in the works for c3, or no?
